Meet the Team
Founder
Rosemarie M. Hirata is a senior executive, combat veteran, and founder of Hirata Group, LLC. After more than two decades leading transformation across the Department of Defense (DoD), she now helps organizations and individuals close the gap between where they are and where they need to be, through her proprietary Alignment by Design™ Method.
She has led high-visibility programs within the DoD, managed a $200 million contract at the Defense Health Agency, and conducted health care oversight and program evaluations across the Department of Veterans Affairs and the DoD. Ms. Hirata has extensive experience implementing the Government Performance and Results Modernization Act (GPRAMA) and the Office of Management and Budget (OMB) Circular A-11 requirements, leading strategic planning, performance management, and organizational performance initiatives across the DoD. She has authored Reports to Congress and shaped strategic policy initiatives that protected access to care for the 9.6 million beneficiaries within the Military Health System.
At her core, she is a coalition builder, a problem solver, and a believer in purposeful change.
